This is the homepage for the federal department that oversees social and human services programs. There are a lot of agencies and information under this huge site. See their A to Z index.
This resource from the House Ways and Means Committee provides descriptions and historical information on major social and economic programs, e.g., TANF, Medicare, Social Security, etc
The University of North Texas has a good archive of Congressional Research Service Reports in full text. Browse them by subject by scrolling down the start page a bit or make sure your search says "Search Inside the Congressional Research Service Reports", because there is a lot of other content in this system.

The Statistical Abstract of the United States- A federal publication listing statistics for particular years in different areas such as social welfare, poverty, veterans affairs, deaths, maternity, etc.
